Note the unspecific language. 'A' source. 'Taliban led insurgents': If there's only 25,000 led then there cannot be anything like that number, by inference, of actual Taliban doing the leading.

The paucity of the answer beckons the question as an even better one than it first might have seemed, onwards: On further investigation:

Which seems to answer the question.

So – under DA Notice 04 – sensitive installations and Home Addresses – It seems that individuals can be D Notified on a 'case bt case basis'. Whether this includes, as put to me, an 80% majority of personal blackmail and threat actions against the predominantly 'nouveau riche' – I don't know.
